基于人类命运共同体的抗击新冠肺炎疫情的全球心理学研究合作倡议

截止2020年4月5日晨，全球确诊病例已达119万例，死亡6.4万例，确诊病例最多的国家是美国，死亡病例最多的国家是意大利。在全球疫情蔓延的态势下，世界各国虽然采取了严格的封城和停摆策略，依然是权宜之计，而非从根本上遏制疫情。在此背景下，占全球80%经济总产值的G20国家元首峰会在网上举行。会议探讨的是全球各国面临的最迫切要解决的问题，就是如何遏制疫情肆无忌惮扩散，特别是如何迎接第二冲击波的到来？
2020年3月27日，《科学》杂志刊发一篇评论，期望全球科学界携手合作，像当年结束二战那样，启动21世纪“麦哈顿计划”，针对疫情开展一场特殊的疫苗研发国际大合作。如果这一努力不能奏效，人类社会就可能完败，让疫情肆虐全球所有的地方。因此，目前必须运用全球大协作研发机制来攻破这一难关，这可能是唯一可选择的捷径，而且时间已经异常紧迫了。为了疫苗研制这一共同目标，采用大科学协作方式研发成功疫苗，不仅可以挽救数十万、甚至上百万生命，而且还将为全人类迎接下一次疫情大流行做好充分准备。
人类命运共同体（a Community of Shared Future forMankind）旨在追求本国利益时兼顾他国合理的关切，在谋求本国发展中促进各国共同发展。当今世界面临着百年未有之大变局，各国之间的联系和依存日益加深，国际社会日益成为一个你中有我、我中有你的“人类命运共同体”。面对世界经济的复杂形势和全球性问题，任何国家都不可能独善其身。“人类命运共同体”作为中国政府倡导的关于人类社会的新理念，树立应对人类共同挑战为目的的全球价值观，已逐步获得国际共识。
此次疫苗的麦哈顿研制计划，就是全球人类命运共同体精神的体现。中国采取果断有力措施控制了疫情传播，体现的不仅是对本国人民生命健康的高度负责，更是对全球疾病防控的大力支持，从构建人类命运共同体的角度，充分展现了负责任大国的形象。可以毫无疑义地肯定，这次的麦哈顿疫苗计划，中国必将义不容辞，挺身而出，与其他国家紧密配合，发挥有担当的大国的作用。
作为心理学者，能够为麦哈顿计划做点什么呢？根据近期时勘博士课题组在中国31个省市、港澳台地区民众风险感知的研究基础，我们提出抗击疫情全球心理学研究的合作倡议：通过民众心理状态的跨文化比较研究，探索不同国家、民族对待疫情信息扩散的态度，进而探查应对行为的规律，为各国制定国家治理和社会心理建设的策略和方法服务。
为此，中国科学院时勘教授联合美国、加拿大、英国、新加坡、台湾、香港、澳门和国内近30位学者、企业家和医务人员，发起基于人类命运共同体的抗击新冠肺炎疫情的全球心理学研究合作倡议，主要开展风险认知（探索各国民众恐慌心理的深层次原因）、台风眼效应（揭示疫情中心区域民众的麻木心理的不良后果）、组织污名化（剖析种族歧视和社会排斥的根本原因)、留学文化变迁（滞流国外的生存与应对）、哀伤心理辅导（摆脱逝者阴影,迎接新的挑战)和创伤后应激障碍(探查民众抗击逆境的恢复能力）的研究。
我们紧急呼吁全球心理学者行动起来，共同探索人类共同利益和共同价值。我们的政治信仰可能不同，但应丢弃往日的误解，齐心协力地打好这场抗击疫情阻击战。全世界心理学者们团结起来，面向未来：共同书写人类命运共同体的新篇章！

A Psychological Research Initiative against the Novel Coronavirus Pneumonia Based on the Communityof Shared Future for Mankind

Until the morning of April 5, 2020, there have been 1.12 million of confirmed COVID-19 cases and more than 60,000 deaths worldwide, with the highest number of confirmed cases in the United States and the highest number of deaths in Italy. In the situation of global outbreak and worsening development, although strict lock down and suspension measures have been employed, they are still expedient, rather than fundamentally eradicatethe virus and contain the epidemic. In thiscontext, the G20 heads of state summit, which accounts for 80% of the world'seconomic output, was held online. The meeting discussed the most urgent problemfacing all countries in the world, namely, how to contain the the rapid spread of novel coronavirus, and in particular, how to prepare for the arrival of the second wave?
In a commentary published on March 27, 2020,The Science Journal appealed to the global scientific community to worktogether to launch the 21st century " ManhattanProject ", as it did at the end of World War II,to carry out a special international cooperationto develop a special international vaccine against novel coronavirus. If this doesn't work, human society may be overwhelmed by the novel coronavirus, which will spread all over the world. At present, it is necessary to use the globalcollaborative R & D mechanism to solve this problem, which may be the onlyshortcut to choose, and the clock is ticking. To achieve the universal goal ofCOVID-19 vaccine development, and if the vaccine is successfully developed through this large-scale scientific collaboration, not only canhundreds of thousands or even millions of lives be saved, but also all mankindwill be fully prepared for the next pandemic outbreaks of novelcoronavirus.
A Community of Shared Future for Mankind aimsto take into account the reasonable concerns of other countries when pursuingtheir own interests and promote universal development of all countries in thepursuit of their own development.Today's worldis facing unprecedented changes for centuries. Countries areincreasingly interconnected and interdependent. The international community isbecoming a "Community of Shared Future for Mankind" inwhich togetherness and inclusiveness are the key featuresFacing the complexsituation of the world’s economy and global problems, no country can beisolated. As a new concept of human society advocated by the Chinese government, the "Community of Shared Future for Mankind" hasgradually gained international consensus by establishing a global value thataims to meet universal challenges of mankind. The initiative to develop COVID -19 vaccine is an expression of the spirit of a global community with a SharedFuture for Mankind. The decisive and forceful measures taken by China tocontrol the spread of the epidemic not only demonstrate China's higher responsibility for the lives and health of its own people, but also its strongsupport for global disease prevention and control. From the perspective ofbuilding a Community of Shared Future for Mankind, China has fully displayed the image of a responsible country. There is no doubt that, it is incumbentupon China to step forward, work closely with other countries in the COVID-19initiative project, and play its role as a responsible power.
What can a psychologist do for the Manhattanproject? Based on the recent research from Dr. Shi Kan's researchteam across 31 provinces and cities in China and Hong Kong, Macao and Taiwanregions on the public's risk perception of COVID - 19 epidemic, we put forward a psychological initiative for globalcooperation in fighting this epidemic:throughcross-cultural comparative study of the public's psychological state, weexplore the attitudes of different countries and nationalities towards thespread of epidemic information, further toprobe coping behavior rules, and serve countries in formulating strategies and methods for national governance and psychological construction.
To this end, Professor Shi Kan of the ChineseAcademy of Sciences, together with nearly 30 scholars, entrepreneurs andmedical personnel from the United States, Canada, Taiwan, Hong Kong, Macao and China, launched a psychological research initiative based on the Community of Shared Future to eliminate the COVID-19 epidemic. It will mainly carry out research on risk cognition (exploring the deep-seated causes of panic psychology among people in various countries),Psychology Typhoon Eye effect (revealing the adverse consequences of numbnesspsychology of people in the epidemic center area), organizational stigma(analyzing the root causes of racial discrimination and social exclusion),grief psychological counseling (getting rid of the shadow of the deceased and meeting new challenges) and post-traumatic stress disorder (exploring the recovery and development of people against adversity).
We call on global psychologists to unite andjointly explore universal interests and values of mankind. Our politicalbeliefs may be different, but we should discard the past misunderstandings and make concerted efforts to fight this war against the epidemic. Psychologistsfrom all over the world should unite and face the future: jointly write a newchapter for a Shared Future for Mankind!
